Petition Opposing the Wever Fertilizer Plant on Several Grounds
To the Iowa Department of Natural Resources
, we ask for an explanation of how the modeling for this plant’s emissions was done to prove that it will not violate air quality standards. We insist that Best Available Control Technology be implemented and we would like an explanation of how the BACT determinations were made for the plant. We would like to know what level of greenhouse gases will be emitted. Finally, we request a public hearing in Wever at a time convenient for residents to attend.
To the U.S. Army Corps of Engineers
, we ask that permit decisions consider that much of the site lies within a flood plain. We ask the Corps of Engineers to require in the current application the future barge facility and improvements to the levees since the company has publically expressed plans to build both. We ask that a 404 permit and an Environmental Impact Study be required. Finally, we request a public hearing in Wever at a time convenient for residents to attend.
To the Environmental Protection Agency
, we ask that an Environmental Impact Study be required on this facility’s applications for permits that regulate CO2 and greenhouse gases. And, we request a public hearing in Wever at a time convenient for residents to attend.
To the Iowa state government
, we request that no more public resources be given to this project. Specifically, the Iowa Economic Development Authority should reject the request in future years for $50 million more in tax credits; the governor and Iowa Economic Development Authority should refuse to allow this plant to use Midwest Disaster Area bonds
